How to Get a Wholesale License

In the United States and as a wholesaler who wants to start a small retail or service business, you must first check if your state requires you to get a wholesale license.

This license has different names in various states, but its essential purpose is to allow a wholesaler to purchase goods in bulk from manufacturers without paying tax. In some states in the country, if you have a business that involves reselling wholesale items, you must obtain a wholesale license to legally conduct transactions.

Even though the license allows you to not pay tax on your purchases, depending on the state, you must charge your retail customers sales tax.

However, depending on the state, wholesale licenses may receive different names and functions, such as resale permit license, sales tax permit, seller’s permit or resale certificate. To successfully obtain a wholesale license, you must first apply for an Employer Identification Number with the Internal Revenue Service.

Note that getting an EIN is very essential, as it allows you to obtain various kinds of licenses for your business needs, not only a wholesale license. You must provide basic information on yourself and your business in order to apply. You will also have to obtain a sales tax license from the Department of Revenue or the appropriate authority in your state.

Coupled with this, you’re a mandated to apply for a state tax ID number, which allows you to charge taxes to your retail buyers, pay your state taxes and pay your employees. It all depends on your state, you also must pay fees related to obtaining a wholesale license.

Even if you’re not required to pay a fee for obtaining this license, you have to pay a security deposit in case your business closes.

The board determines this deposit at the time of application. This licence is very important because if you had to pay taxes every time you purchase a bulk of goods from a manufacturer, you would have to spend a greater amount of money on each purchase. This license helps you to be more productive by increasing your small business’ efficiency.

Requirements to Get a Wholesale License in Each State of USA

  1. Alabama

To obtain a wholesale license in Alabama, you have to register online at My Alabama Taxes (MAT). It’s free to apply for this license, but other business registration fees may apply. If you register online, it takes 3-5 days to receive your sales and use tax account number.

A paper license will be mailed to you, too. The  information you need to register for a wholesale license in Alabama includes;

  • Personal identification info (SSN, address, etc.)
  • Business identification info (EIN, address, etc.)
  • Business entity type
  • Date started doing business in Alabama
  • County you’d like to collect local tax in (if applicable)
  • Copy of form 8832 (if elected to be taxed as a corporation or partnership)
  • Nexus triggering activities
  1. Arizona

You can obtain an Arizona sales tax permit online at the State of Arizona Department of Revenue. You can print the sales tax application or fill out the sales tax form online. The state of Arizona charges $12.00 per application for a sales tax permit. On top of that, vendors are required to file for a sales tax permit in individual cities where they do business.

Each city charges its own rate, varying from $2.00 to $50.00. Other business registration fees may also apply. Contact each state’s individual department of revenue for more about registering your business. The information you will need may include;

  1. Arkansas

In Arkansas, you can register online at the Arkansas Taxpayer Access Point (ATAP) or fill out the paper application Just click “Sign up” and you’ll be prompted to enter business info then register for your sales tax permit. It costs $50 to apply for an Arkansas wholesale license.

Other business registration fees may apply to some businesses. Contact each state’s individual department of revenue for more about registering your business. The information you will need to register for this license in Arkansas are;

  • SSN or ITIN number
  • Business identification information
  • Business entity type
  • Nature of your business
  • NAICS Code
  1. California

You can register for a California sellers permit online at the California Department of Tax and Fee Administration (CDTFA) Online Services page.

You can also register in person at one of their field offices. You may be asked for your California Secretary of State number. If this happens to you, and you are not based in California, you can call the California Department of Tax and Fee Administration and explain your situation to get an override. There is no cost to apply for a permit.

However, there may be a security deposit if you have unpaid taxes if the business closes. The amount of this deposit will be determined at the time you apply.

  1. Colorado

In Colorado, sellers based in-state apply for a Sales Tax License while sellers based out-of-state apply for a Colorado Retailer’s Use Tax License.

If your business is based in Colorado, and you only have one location apply online or apply by mail using the Sales Tax /Wage Withholding Account Application (CR 0100) to apply for a Colorado Sales Tax License. But if you have more than one location in Colorado, complete the Sales Tax /Wage Withholding Account Application (CR 0100) to apply for a Colorado Sales Tax License.

While if your business is based outside of Colorado, complete the Sales Tax /Wage Withholding Account Application (CR 0100) to request a Retailer’s Use Tax Account. You’ll be mandated to present the following information.

  • Personal identification information
  • Business identification information
  • Business entity type
  • Products that you sell
  1. Connecticut

In the state of Connecticut, you have several options to register for your Connecticut resale permit. You can choose to register online at the Connecticut Taxpayer Services Centre or fill out form REG-1 and remit it, along with a check for Connecticut’s sales tax permit application fee of $100 to the Department of Revenue Services State of Connecticut.

You can also visit a Connecticut Department of Revenue field office to apply. Connecticut requires a $100 fee to apply for this permit. You’ll be asked to provide the following…

  • Business identification information
  • Major business activity
  • Business entity type
  • All business owners and officers
  1. Florida

In the state of Florida, you can register online via Florida’s Registration and Account Maintenance portal. You can also register by mail by filling out Florida Form DR-1. Although the state of Florida recommends that you register online. Note there may be a waiting period to use the online system to file and pay sales tax.

Online registration is free. There is a $5 fee to register by mail. Other business registration fees may apply. Contact each state’s individual department of revenue for more about registering your business. Keep the following information ready and handy…

  • Business name, physical address, contact information, and mailing address
  • Federal Employer Identification Number (FEIN)
  • Bank routing number and account information if enrolling to file and pay tax electronically
  • Name, Social Security Number* (SSN), driver license number, address, and contact information of owner/sole proprietor, officers, partners, managing members, and/or trustees
  • Dates when business activities began or will begin
  • Description of business activities
  • Employment information (date of hire, number of employees, payroll amounts, payroll agent’s PTIN, if applicable)
  1. Georgia

You can register for this license at the Georgia Tax Centre. Just click “register your new Georgia business” to begin. There is no cost to apply for a sales tax permit in Georgia. Other business registration fees may apply. Contact each state’s individual department of revenue for more about registering your business.

Note that online registration is fairly quick with your actual permit coming within days after you register. Registering through the mail, though, could take up to 2 weeks. Prepare the following information for this process;

  • Business history including previous state IDs
  • Entity type
  • Basic info including business name, address, etc.
  • Additional business ownership & relationships
  • Business activity info
  • Withholding information
  • Additional personal identifying information for partners
  1. Hawaii

You can register online by visiting the Hawaii Business Express website. You can also apply in person at any Hawaii Department of Taxation District Offices. It costs $20 to apply for a Hawaii sales permit. Other Hawaii business registration fees may apply, depending on your business.

If you register for your Hawaii sales permit online, you can expect to receive your permit number in 3-5 days. If you mail your application or apply by walk-in, you can expect to receive it within 10-15 working days. Information you need to register may include;

  • Personal identification info (SSN, address, etc.)
  • Business identification info (EIN, address, etc.)
  • Corporate entity type (S-Corp, sole-prop, etc.)
  • Your accounting period (calendar or fiscal year)
  • Your accounting method (cash or accrual)
  • Other miscellaneous info depending on your business
  1. Idaho

You will have to register online with the Idaho Business Registration (IBR) application. You can also print out the IBR-1 form and mail it to Idaho Business Registration. Registering for this license in Idaho is free, but you may be required to pay other business registration fees.

For example, Idaho instructs businesses applying for a sales license to also apply with the Idaho Secretary of State. You will be mandated to provide some of these information;

  • Personal identification information (Name, SSN, etc.)
  • Business identification information (Business Name, Owners, Address, Date of Incorporation, EIN, etc.)
  • Business entity type
  • Purpose for applying
  • Date you’ll begin collecting sales tax in Idaho
  1. Illinois

Sellers can register online through MyTaxIllinois or mail in form REG-1 to the address specified on the form. Illinois is different from other states, because when registering, you need to register every location from where your products might ship to customers.

This is due to the way the state of Illinois consider out-of-state sellers you should collect sales tax. For instance, If you are an Amazon FBA seller, you should include every Illinois Amazon fulfilment centre where your inventory is stored when registering for an Illinois wholesale license.

Note that even if you are not an Amazon FBA seller, if you ship products from more than one location in Illinois, you should include this address when registering for your Illinois wholesale license.

  • Identifying information about your business

  • The addresses of all Illinois locations from where you plan to ship products
  1. Indiana

In the state of Indiana, you can register for a sales permit through the Indiana Tax Centre. There is a $25 registration fee for businesses in Indiana. Other business registration fees may apply. Contact each state’s individual department of revenue for more about registering your business.

Also note that once your application has been received, the Department of Revenue will contact you within 48 hours regarding the status of the application.

  1. Iowa

You can register online at the Iowa Department of Revenue, or you can fill out an Iowa Business Permit Registration and submit it via mail or fax to the State’s Registration Services. It’s free to apply for a sales tax permit, but other business registration fees may apply.

You will receive your Iowa sales license within 4-6 weeks. The information you need to register for a sales permit in Iowa are;

  • Personal identification info (SSN, address, etc.)
  • Business identification info (EIN, address, etc.)
  • Business entity type (sole-proprietor, corporation, LLC, etc.)
  • Date you started sell in Iowa
  • Types of products or services sold
  1. Kansas

To obtain a sales permit, you have to visit the Kansas Department of Revenue for online registration. You can also fill out your sales tax registration form and send it to the Kansas Department of Revenue at 915 SW Harrison St. Topeka, KS 66612-1588.

You’re obligated to file for your sales permit 3-4 weeks before you plan to start actually making sales in the state. There is no fee for the sales tax permit in Kansas.   1. Kentucky

You can register for your Kentucky sales tax license online at the Kentucky Business One Stop Portal. Or file by paper using the Kentucky 10A100 form. You can also register for a sales tax permit when you register your business. A sales and use tax permit is contained within correspondence mailed to every new registrant.

Contact the Kentucky Taxpayer Service Centre by contacting the Department’s Division of Sales and Use Tax. There is no charge to register your business to collect sales tax.   1. Louisiana

Note that you can register for your Louisiana wholesale license at the Louisiana Department of Revenue’s site “GeauxBiz.com.” Start with a new business registration. It’s free to apply for a wholesale permit, but other business registration fees may apply. The information you need to register for a wholesale license in Louisiana includes;

  • Personal identification info (SSN, address, etc.)
  • Business identification info (EIN, address, etc.)
  • A description of your business
  • Your NAICS code
  1. Maine

All sellers of tangible personal property with sales tax nexus in Maine need to register for a Maine sales license. You can register online at Maine Revenue Services. The few information you need to register for a sales licence include;

  • Personal identification info (SSN, address, etc.)
  • Business identification info (EIN, address, etc.)
  • Business entity type
  • Description of what your business sells
  1. Maryland

You will have to register online or download the paper sales and use tax permit application at the Comptroller of Maryland. But If you choose to fill out the paper application, mail it to the Comptroller of Maryland or fax it to: (410)260-790. The data you will need to provide may include;

  • Reason for your application
  • Basic business information
  • Your business type (sole proprietorship, corporation, etc.)
  • The type of business you run (dry cleaner, limousine, food and beverage, etc.)
  • The start date you’ll begin collecting sales tax
  • Other business owners
  1. Massachusetts

Businesses are mandated to register online at Massachusetts’ MassTax Connect. There is no charge to register for a wholesale permit in Massachusetts. Other business registration fees may apply.

Contact each state’s individual department of revenue for more about their requirements for registering your business. Note that businesses that use the MassTax Connect, will receive a temporary permit. The final permit will be received within 7-10 business days.

  1. Michigan

In Michigan, you can apply online at the Michigan Department of Treasury’s Michigan Business One Stop Website. There’s no charge to register for a Michigan sales permit, but other business registration fees may apply. It takes as little as 7 business days after completing electronic registration, usually within 10 days, to get your permit.

The state’s sales permits renew annually unless cancelled. (In the past, Michigan has set all sales permits to expire and required renewal, so keep an eye out from communication from the Michigan Department of Treasury should they ever decide to do something like this again.)

  1. Minnesota

You may register for a Minnesota tax ID number online at Minnesota e-Services. You may also register by telephone by calling 651-282-5225 or 1-800-657- 3605. Note it’s free to apply for a tax ID in Minnesota. Other business registration fees may apply.

Minnesota doesn’t specify how soon you’ll receive your confirmation and sales license registration number, but most states will get you the information within 10 business days. You will present some of the following information;

  • Your Federal employer ID number (FEIN), if applicable
  • Your legal name or sole-proprietor name and business address
  • Your business name (DBA), if applicable
  • Your North American Industry Classification System (NAICS) code.
  • The names and Social Security numbers of the sole-proprietor, officers, partners or representatives
  • The email address and name of a contact person
  1. Mississippi

Business owners can register online at Mississippi’s “TAP” website. Mississippi encourages online sellers to register and file sales tax online.

Have it in mind that applying for a sales licence in Mississippi is free, though other business registration fees may apply. Contact each state’s individual department of revenue for more about their requirements for registering your business.

You should expect to receive your licence in the mail within 2 weeks of application. Also sellers are not required to renew their Mississippi sales license, but you should update it with any address change, ownership change, additional tax responsibilities, or a new location.

  1. Missouri

You can register online at the Missouri Department of Revenue or  fill out the Missouri Tax Registration Application (Form 2643) and submit it (along with your bond, see below) to the Missouri Department of Revenue A business making retail sales must post a bond equal to three times the average monthly sales and use tax.

(You can request to have this bond refunded after two years of good payment history.) Allow 5-8 days to receive your Missouri sales license number.

  1. Nebraska

To register for your wholesale license, complete the first page and the Sales & Use Tax portion of the Nebraska Tax Application, Form 20, and mail or fax it to the Department of Revenue. You may also receive the application packet through the mail.

Request it by calling 800-742-7474 (NE and IA) or 402-471-5729. You can also request the packet by email or in person at a Nebraska Taxpayer Assistance Office. It’s free to apply for a Nebraska wholesale license, but other business registration fees may apply. Nebraska asks applicants to allow two weeks for processing.

  1. Nevada

Sellers are advised to use the Nevada Tax Centre. You can also download the Nevada Business Registration form and fill out the Supplemental Registration portion. The state of Nevada charges $15.00 per application for a wholesale permit.

Other business registration fees may apply. Contact each state’s individual department of revenue for more about registering your business.

If you registered online, the permit can be received instantly. Otherwise it could be a week or two before you receive the license. There’s no need to renew your Nevada wholesale permit. Remember if you open a new business location you must register for a new permit.

  1. New Jersey

Note that you have two options to register your business for a wholesale permit in New Jersey: online and filling out forms and mailing them in.

Meanwhile for sellers who live in New Jersey, it’s advisable you register online. To register online, head to the New Jersey Business Registration Page. But for sellers who live outside of New Jersey but have nexus there for another reason, it’s important you register by paper form.

This is because New Jersey’s automated system assumes all registrants are in-state and will try to get you to also register with the Secretary of State (which you, as an out-of-state seller, don’t need to do.) There is no fee required to file Form NJ-REG and register your business.

Other business registration fees may apply. Contact each state’s individual department of revenue for more about registering your business. Registering online gives you your Registration within the day of registration. Mailing the forms in could mean it will be a few days or weeks before you get your business registration.

  1. New Mexico

You can register online or mail in form ACD-31015 (opens in PDF). Have it in mind that some local tax offices or town halls also allow taxpayers to apply for their permit. Check with your local government authorities if you prefer to register for a gross receipts tax permit in person.

It’s free to apply for a gross receipts tax permit, but other New Mexico business registration fees may apply. The information you will need to apply may include;

  • Personal identification info (SSN, address, etc.)
  • Business identification info (EIN, address, etc.) – Business owners other than sole-proprietors/individuals with no employees must obtain a FEIN number from the IRS
  • Business entity type
  • Date started doing business in New Mexico
  • Accounting method (cash/accrual)
  • Primary business type
  1. New York

You can register for a sales tax permit at the New York State License Centre. To apply you will need general business information such as your name and employer identification number or social security number. Also, your business location(s) – if you have multiple locations in New York you’ll need to file for a New York sales tax permit for each location.

But there is no fee to apply for a sales tax permit in New York. Other business registration fees may apply. Contact each state’s individual department of revenue for more about registering your business. Processing time is about 5 days for your New York sales tax permit.

  1. North Caroline

You can register electronically by registering an account with North Carolina business services. You can also apply by mail by submitting your form NC-BR to N. C. Department of Revenue, Post Office Box 25000, Raleigh, N. C. 27640. Although it is free to apply for a wholesale license in North Carolina, other business registration fees may apply.

Contact each state’s individual department of revenue for more about registering your business. If you file online you will receive your wholesale license ID instantly and a confirmation will be mailed to you within 5 business days. If you file by mail you should receive yours within 10 business days.

  1. North Dakota

You can apply online at the North Dakota Taxpayer Access Point (TAP) or you can file by mail using the North Dakota Application for Income Tax Withholding and Sales and Use Tax Permit. It’s free to apply for a wholesale permit, but other business registration fees may apply.

North Dakota doesn’t specify how long it takes to receive your wholesale permit, but some states can take up to 2-3 weeks to get your sales tax number to you. Note that you are not required to renew your North Dakota sales  license.

  1. Ohio

You can register for an Ohio vendors permit in one of two ways: Register online at the Ohio Business Gateway (In state based sellers: Choose “County Vendor’s license.”, out of state based sellers: Choose “ Ohio Taxation – New Account Registration and Fuel Permit” and then Choose “Sellers Registration”).

For sellers located in Ohio an Ohio wholesale license (form ST-1, called a vendor’s permit) is $25 and you must pay via ACH debit.

For “remote sellers” (sellers located outside of Ohio but required to collect wholesale license in Ohio due to sales tax nexus) form UT-1000 is free. While Ohio isn’t specific about how soon they’ll send your Ohio vendor’s permit, you can generally expect to receive the permit within 10 business days.

  1. Oklahoma

You can register for your Oklahoma wholesale permit online at the Taxpayer Access Point (TAP). Or you can fill out Packet A (Business Registration) and mail it in. You can also register  in person at the Oklahoma City or Tulsa offices of the Oklahoma Tax Commission. It costs $20 to apply for an Oklahoma wholesale permit.

There’s also a convenience fee of $3.95 for paying with a Visa Debit card and a convenience fee of 2.5% for paying with any other type of card. It takes a minimum of 5 days to process your Oklahoma wholesale permit when filing online. If you need your permit sooner, the Oklahoma Tax Commission advises coming into either the Oklahoma City or Tulsa office in person.

  1. Pennsylvania

Note that Pennsylvania has an online option to register for most licenses and other business registrations. There’s even a site for the specific form you need, the PA-100. Register for your wholesale license online at the Online PA100 site. Pennsylvania does not charge for a wholesale license.

Other business registration fees may apply. Contact each state’s individual department of revenue for more about registering your business. After you register, you will receive your license(s) and/or registration notice(s) in the mail in 7 to 10 business days. This is much faster if you register online rather than mailing in the forms.

  1. Rhode Island

Note that you can register online, or by mailing a “Business Application and Registration Form” to Division of Taxation, One Capitol Hill, Providence, RI 02908 along with the $10 fee. It costs $10 to obtain a Rhode Island wholesale license. Other business registration fees may apply.

Rhode Island’s Division of Taxation doesn’t explicitly state how long it will take to receive your License after you apply, but many guidelines state you should try to apply at least one month in advance of the date you’ll start doing business in the state.

  1. South Caroline

A retail license can be obtained online, through the mail, or in person. To register online, visit the South Carolina’s My DORWAY Service. But to apply by mail, send the complete Form SCTC-111 by filling it out online then mail it to the SC Department of Revenue. It costs $50.00 to register for a retail license in South Carolina. Other business registration fees may apply.

Contact each state’s individual department of revenue for more about registering your business. Note that in-person and online registration is instant, although you’ll receive your physical license/permit in a matter of days if you register online. If you register through the mail, the process could take a 1-2 weeks.

  1. South Dakota

You can apply online at the South Dakota Tax Application website or call 1-800-829-9188 for more information on applying in person. It’s free to apply for a wholesale permit, but other South Dakota business registration fees may apply.

Your South Dakota sales tax license will be issued once it is approved. Most states take 1-2 weeks to issue a sales tax license. You will need to submit the following information;

  • Personal identification info (SSN, address, etc.)
  • Business identification info (EIN, address, etc.)
  • Business entity type
  • Business description
  • Date started doing business in South Dakota
  1. Tennessee

Any individual applying for a sales permit (or other permits) can do so online at the Tennessee Department of Revenue Online Tax Registration. Tennessee does not charge for a sales permit. Other business registration fees may apply. Contact each state’s individual department of revenue for more about registering your business.

When completed properly and received by the department, a registration number will be issued to qualified applicants. This could be a day or two if registered online or up to a couple weeks if the forms are mailed in.

  1. Texas

You can register for a Texas wholesale license online at the Texas Comptroller of Public Accounts website. You can also download a paper Texas wholesale license application (form AP-201) and mail it to the state’s Comptroller of Public Accounts.

It’s free to apply for a Texas wholesale license. A bond may be required but only after the application is filed and reviewed. Other business registration fees may apply. You will need to provide the following;

  • Sole owner’s social security number.
  • Partnership social security numbers or federal employer’s identification numbers for each partner.
  • Texas corporation’s file number from the Texas Secretary of State.
  • All corporations’ social security numbers for each officer or director.
  • North American Industrial Classification System (NAICS) code required for all businesses.
  • Applicants must be at least 18 years of age. Parents/legal guardians may apply for a permit on behalf of a minor.
  1. Utah

You can register online at Utah’s One Stop Business Registration System. You can also file by mail using form TC-69, Utah State Business and Tax Registration.

If you apply online, you’ll receive a temporary sales license number right away. Utah doesn’t specify how long it takes to receive a sales tax permit if applying by mail, but in most states this process takes around 2 to 4 weeks. The state of Utah does not require you to renew your sales tax permit.

  1. Vermont

If you are located in Vermont, you should first register for a business tax account at the Vermont Department of Taxes. After that you can register for your sales account. But if you are not based in Vermont but have sales tax nexus in Vermont, it’s advisable you contact the Vermont Department of Taxes before registering.

Though Vermont strongly encourages merchants to register online, you can also use form BR-400 to register by mail or fax (802-828-5787).

It’s free to apply for a Vermont sales licence, but other Vermont business registration fees may apply. Although Vermont doesn’t stipulate exactly how long it will take to receive your permit, most states get you your number instantly or within a couple week when you apply online and within 4-6 weeks if you apply in another manner.

  1. Virginia

Note that all businesses are required to register through the Virginia Department of Taxation. They’ve set up VATAX to help businesses register online. You can also download and print the form at home. Simply fill out Form R-1 and send it to the Virginia Department of Taxation.

Virginia does not charge for a wholesale license. Other business registration fees may apply. Contact each state’s individual department of revenue for more about registering your business. As a general rule, new businesses should register no later than the anticipated date that sales will begin. Virginia does not require business owners to renew wholesale license.

  1. Washington State

Have it in mind that the state of Washington has a website specifically for attaining your business license and permits, including wholesale license. Head to the Business License Application to get started. But if you prefer to do things the old-fashioned paper way, first download and print out the Business License Application.

Gather up your applicable fees (the state of Washington requires a $19 non-refundable fee for every business registered) and send everything to the State of Washington Business Licensing Service.

If you’re registering your business for the first time, it will cost $19. However, wholesale license alone doesn’t necessarily cost anything. If you file online, it will be 1 to 2 days for your application to go through. It may take up to 21 days if you file by mail.

  1. Washington DC
